B. Wayne is an Earth scientist, operating from a laboratory underneath the Large Hadron Collider at CERN. He's part of the group of Scientists of Earth who work to stop The Fat Guy from taking over or destroying the Earth. For unknown reasons, he wears a mask and a cape that make him look bat-like.
After The Perfect One's departure, he was seen criticizing one of Big Physics Maven's papers, on the basis that he had failed to take into account any mass loss over time due to faith. ("Scientists of Earth")
B. Wayne is clearly a homage to the DC Comics character Batman, whose real name is Bruce Wayne. The secret laboratory located in a cave under CERN is a reference to the Batcave. B. Wayne, therefore, is likely the PCG universe equivalent of Batman.
