The Being of Infinite Creativity (B.O.I.C) is not a character per se, but more of an idea/concept that inhabits everything in the PCG world. It is like god, but divided amongst every living & nonliving PCG concept. Even god(s) himself is inhabited by this "spirit", if you will.
The being of infinite creativity is powered by consciousness. Without intelligent, conscious beings this spirit/god/idea will die. On the contrary, the more intelligent beings that exist the more power it gains. This power can be tapped into much like the force from Star Wars to be used to its owner's will. This creative force is very powerful however most have only been able to use it in small, minor scales. The power is very complicated and only around ~3 people have managed to use it.
