Paper Computer Games or PCGs are a type of simple, paper-and-pencil RPG game, played with a series of illustrations.
The games are similar to point-and-click adventure games and are focused on puzzles, but are played with two people on paper. This gives them a role-playing element, in that the player can have robust conversations with characters and can try doing anything - a much wider range of freedom than any computer game.
They're also a franchise, with an interconnected comic-book style universe, filled with stories of all sorts. Not all PCGs are necessarily part of this universe, as some have independent stories; but even these have the potential to be folded in later as part of the Multiverse.
