Rho'Shibej's Brother is the brother of Rho-Shibej. After his brother's death, he tried to get revenge by rallying his planet to join The Alliance and fight agaisnt his brother's killers.
When his cousin, Matak Rho'Shivej returned to Shairek, the two confronted each other. Matak, accompanied by Balzak Globotron, was opposed to the Alliance, and didn't want Shairek to join it. Rho'Shivej's brother ordered that the two be apprehended, but Balzak was able to outsmart him and escape. (Balzak Globotron Series: "Balzak Globotron")

At the time this scene was originally played, he only referred to wanting to join The Company; that's because the Alliance hadn't been fully thought out yet and instead it was initially imagined that it was the Company, branching out into space and absorbing various alien groups.
