The Shadow was a mysterious figure behind the scenes, who was responsible for the creation of The Company. ("The Nazi Machine" - script) He's also the current leader of the Company, as well as the leader of The Shadow Alliance.
He's an incredibly powerful being with reality-warping powers, which he used to dominate The Shadow Realm, his home dimension, and which he's using in an attempt to forcibly merge the PCG Universe into that realm. ("PCG Anniversary Special II" by Chris)
History[]
In the 1940s, he created the Nazi Machine and sold it to the Russians for unknown reasons. It was powered by an unknown power source which the Russians don't understand - but which he presumably does.
he was at the same shack where Xaq would appear only hours later. The Russians were out to get him, so they sent a bomber to bomb the shack. By the time it got there, the Shadow was long gone. ("The Nazi Machine" - script)
Modern Day[]
When Xaq accidentally burst into The Rich Kid's castle, The Shadow was on one of the TV screens there, speaking to a room full of ninjas. During Xaq's battle with the ninjas, he knocked over the TV. Before the signal faded, he said "I am the Shadow". (Xaq Series: "PCG Anniversary Special Part II")
Later, when Xaq was returning from Græzël, the Shadow appeared as a gigantic projection over the city, having taken over it and warped reality. He revealed that he's always had the power to do this, and he's just been biding his time. (Xaq Series: "PCG Anniversary Special Part II")
In Dreams[]
He appeared in Zoovac's dream as an evil figure, who may have murdered The Rich Kid. In this dream he resided in an underground lair called "The Shadow Manor". (AI Game - "Zoovac's Dream: Episode 1")

Behind the screens[]
The Shadow never actually appears in person in The Nazi Machine, and we never find out who it is in the game.
Xaq considered revealing Lily as the Shadow in "Zoovac: The Life and Times of a Clown on a Stick", as it fit her story. She's a mysterious figure who is literally a shadow, and who's been manipulating the Company for centuries but is far more ancient than it. However he changed his plans and left it ambiguous after asking Chris if there was a planned identity for the Shadow.
Chris stated, many years after the Nazi Machine, that he does know who the Shadow is and this may be revealed at some point.
