Xandria Scott is a valley-girl member of the U.B.P.E. She’s a new recruit, and is thrilled at her membership in such an evil organization, despite the fact that she isn’t necessarily an evil person. She's the daughter of U.S. General Scott.

Along with her sister Xanderia, who was also an agent of the U.B.P.E., she became a suspect in the murder of Charles’ uncle, Geoffrey. Her sister was proven guilty and arrested. (Charles Mystery Stories: "The Mansion of Mystery")
Xandria came to resent Charles for getting her sister locked up. She got a crazy new hairstyle and seemingly took up residence in a room in the Death Ward Hospital. One day, Charles, trapped in the hospital, explored and found her room. When she saw him she pointed her gun at him and demanded that he give her three reasons not to kill him.
He convinced her not to, but then she realized she had feelings for him. She used the most evil, passive-aggressive tactics she could to get him to admit his feelings for her. He lied, so that she would let him get past her and get the Explosive Poison in the room. She then helped him escape from the hospital. (Charles Mystery Stories: "Welcome to Death Ward Hospital")
